The Administration, a conspicuously vague, profiteering governmental organization, is all that remains of NASA and the CIA. Their true purpose is unknown, but their cover mission is to blast asteroids into space dust in order to clear commerce routes for the new tricky hyperspace drives on all new freighters. Commanding one such ship is Captain Ron Piel of Spinner Ship Alpha. When he happens across a derelict ship with all crew save one with a suspicious story, Russian shooter Ivan Klosskey, they reluctantly take him aboard.
